HEALTH AND SAFETY POLICY STATEMENT
In accordance with its duty under section 2(3) of the Health and Safety At Work Act etc Act, 1974, and in fulfilling its obligations to both employees and the public who may be affected by its activities, the Board of Directors of Colour Me Decorating Service Lancs produced the following statement of policy in respect of Health and Safety.
It is our aim to achieve a working environment which is free of work-related accidents and ill health, and to this end we will pursue continuing improvements from year to year.
We undertake to discharge our statutory duties by:

Identifying hazards in the work place, assessing the risks related to them and implementing preventative and protective measures.

Providing and maintaining safe plant and work equipment.
-
Establishing and enforcing safe methods of working.

Recruiting and appointing personnel who have the skills and competence commensurate with their tasks.

Ensuring that the tasks given to employees are within their skills, knowledge and ability.

Ensuring that technical competence is maintained through the provision of refresher training as appropriate.

Promoting awareness of health and safety and of good practice through the effective communication of relevant information.

Furnishing sufficient funds needed to meet these objectives.
All employees on their part are encouraged to contribute actively towards achieving a work environment free of accidents and ill health.
Our health and safety policy will be reviewed annually to monitor its effectiveness and to ensure it reflects changing circumstances.

POLICY ACCIDENT/INCIDENT REPORTING & INVESTIGATION
It is the policy of this company that all accidents, whether they result in injury or not, MUST be reported as soon as possible to the supervisor or a director.
The facts of the accident are to be recorded in a computer file established for this purpose.
The Regulations (RIDDOR) specify which accidents, incidents and illnesses must be reported, and these are:

Death or major injury at work (see below for definition of major injury).
-
A member of the public killed or taken to hospital for treatment.
-
An injury that prevents an employee from normal working for more than three consecutive days after the day of the injury.
-
A Dangerous Occurrence: This is something which does not result in a reportable injury, but which clearly could have done. (see below for more details).
-
An occupational disease: (list of reportable diseases on the HSE web site).
Further details on the definitions of a major injury and a dangerous occurrence are given below.
In the event of a major injury, the report should initially be by phone (0845 300 9923 - 8.30am-5.00pm) and followed up afterwards in writing.
It is the policy of Colour Me Decorating Service Lancs that all accidents and incidents, whether reportable or not, will be investigated by a director or by a person he appoints. The investigation must produce recommendations for action which will prevent such incidents.
Records of accidents and injuries will be kept for a minimum of three years.
Definition of major injuries, dangerous occurrences and diseases;
Reportable major injuries are:

Fracture other than to fingers, thumbs or toes;
-
Amputation;
-
Dislocation of the shoulder, hip, knee or spine;
-
Loss of sight (temporary or permanent);
-
Chemical or hot metal burn to the eye or any penetrating injury to the eye;
-
Injury resulting from an electric shock or electrical burn leading to
-
Unconsciousness or requiring resuscitation or admittance to hospital for more than 24hours;
-
Any other injury: leading to hypothermia, heat-induced illness or unconsciousness; or requiring resuscitation; or requiring admittance to hospital for more than 24 hours;
-
Unconsciousness caused by asphyxia or exposure to a harmful substance or biological agent;
-
Acute illness requiring medical treatment, or loss of consciousness arising from absorption of any substance by inhalation, ingestion or through the skin;
-
Acute illness requiring medical treatment where there is reason to believe that this resulted from exposure to a biological agent or its toxins or infected material.
Reportable dangerous occurrences:
A full list is available on the HSE website, but the following items are particularly relevant to the activities of Colour Me Decorating Service Lancs

Electrical short circuit or overload causing fire or explosion;
-
Any unintentional explosion, misfire, failure of demolition to cause the intended collapse, projection of material beyond a site boundary, injury caused by an explosion;
-
Collapse or partial collapse of a scaffold over five metres high explosion or fire causing suspension of normal work for over 24 hours;
-
21 accidental release of any substance which may damage health.
SAFE WORKING PRACTICE INTERIOR PAINTING AT HEIGHTS UP TO 14 FT
DELIVERY & PARKING
The delivery van should be positioned so that the near side access door is curb side.
Two men should be available for setting up of plant and materials. Standard manual handling rules should apply to ensure no strain injuries.
SETTING UP
Signage providing warning to public to be displayed appropriately. Dustsheets/floor protection should be secured particularly on staircases, to avoid trip hazard.
A suitable location must be established for materials and plant. This should not hinder public or operative access, and in particular should not obstruct fire exits.
Lighting should be adequate for the task.
Account for how public will move through the work area if necessary.
ACCESS
{A working height above 14 feet (4.3 m) will generally require a working platform (scaffold, tower, cherry picker).}
If there is considerable work to be done just under 14 feet, then platform access should still be used to ensure safe working.
Ladders, steps, trestles should not be used above 14 feet without site-specific risk assessment.
Where ladder access will be required in one position for an extended period (more than 15 minutes), a stable platform should be provided if possible.
Platforms are not to be used for the storage of materials.
ACCESS ADVICE
Ladders and steps must be soundly footed, tying where necessary. Where working on staircases, consideration should be given to using a proprietary stair platform or a temporary timber stair block.
Where working near a balustrade beyond which is a substantial drop, site- specific measures will be needed, such as a harness.
DUST
Measures to control dust may be required. Where significant dust is expected, consideration should be given to barring public access, plastic isolation at doorways and use of masks.
If lead paint were suspected, then any action would require separate risk assessment.
Masks should be worn when in proximity to fungal spores associated dry rot and damp.
PAINTING
All COSHH rules apply.
In particular, application of solvent paint without breathing apparatus is restricted to trim.
Aggressive solvent paints (e.g. cellulose and xylene) are in general not to be applied without separate risk assessment.
LONE WORKING
In most interior situations under 14 feet, lone working is low risk. Situations involving staircases and/or working near to 14 feet may require special measures.
On low risk work, it is policy for a lone worker to carry with him a mobile phone.

Colour Me Decorating Service Lancs recognises the need to operate the business in a manner that reflects good environmental management. We are aware of the environmental impacts of our operations and will balance our aims with the need to protect both the local and global environment.
The Director with responsibility for Safety is personally accountable for the environmental performance of Colour Me Decorating Service Lancs and the Director signs this policy in acknowledgement of this overall duty.
Colour Me Decorating Service Lancs is committed to preventing pollution, to minimising its environmental impacts and to developing a culture of continual environmental improvement by establishing clear set environmental objectives and targets within the framework of an environmental management system.
We will seek to comply with all relevant environmental legislation and, where practicable, will strive to achieve environmental performance, which are better than legal minimum.
We will develop environmental performance evaluation procedures and will periodically review our environmental performance. Furthermore we will incorporate environmental factors into business decisions.
We will endeavour to use sustainable materials and products that are reusable or can be recycled. Where necessary we will ensure that all waste, particularly hazardous waste, are tested, transported and disposed of in an environmentally acceptable manner, in accordance with statutory duty of care requirements.
During decorating activities we will take action to minimise noise levels, traffic nuisance, emission of pollutants and disturbance to the public and local ecosystems.
We will minimise the risks of environmental accidents through the adoptions of appropriate risk management procedures.
